Duncan Rutherford

Duncan commenced with IVWA in 2018 on a part time consultancy basis predominantly in the role as expert witness for the assessment of compensation following compulsory acquisition. Recent tasks include the preparation of expert witness reports for proceedings in the Supreme Court of WA.  Other valuation work has included the preparation of reports for mortgage security purposes in a range of classes including residential, rural, commercial and industrial within the south-west region.

Duncan resides in Bunbury and has considerable experience in valuations within the South West, Peel and Great Southern Regions with his initial training and positions to District Valuer level being within the Rural Section of the former Valuer General’s Office.

Up until 2017, he held the position of Regional Valuer (South West) at Landgate and was involved with numerous complex valuations including compensation assessments and appearances as expert witness in court proceedings on englobo, industrial and special use sites including extractive industry. He has also participated in SAT mediations on complex rating and taxing valuations of englobo residential estates.

Duncan has also undertaken a range of valuations including determining ground rents on strategic industry sites, caravan parks, telco sites, valuation of limestone and sand quarries, landfill sites, strata titled tourist resorts, office accommodation rentals, former mill towns, environmental offset land, rail corridors, seabed as well as asset and insurance valuations for local and state government.
